Summary

Under the responsibility of the Director of International Programs, the Administration and Finance Officer ensures the smooth financial, administrative, IT, and logistical operation of the Department.

To this end, in collaboration with the department’s management:

  • They are responsible for developing and implementing the department’s administrative and financial procedures and monitoring compliance rules
  • They assist the department’s management with the day-to-day management of administrative files and financial follow-up for all of the Department’s projects and activities.
  • They coordinate the work of the Administrative Support Unit (ASU) team
  • They actively participate in partner capacity building
  • They provide logistical and operational support to the department
  • They ensure the organization and archiving of administrative and financial information within the department

Key responsibilities

Monitoring of administrative and financial procedures, in collaboration with IPD management
  • Develop, update, and ensure the implementation of standards and procedures related to the department’s administrative and financial management and compliance requirements
  • Maintain the department’s procedures guide
  • Ensure staff training on administrative procedures and the project management system (PMS)
Financial monitoring of the department
  • Collaborate on the development of the IPD’s annual budget and the breakdown of the programming budget by country
  • Ensure overall budget supervision and monitoring for the department, as well as programming budget commitments, in collaboration with the HR Department and the Finance Department
  • Ensure verification, approval, and coding of the Department’s expenses and approval requests from IPD management
  • Ensure follow-up on fund commitments in the PMS, and the approval process and payment requests for projects
  • Participate in annual audits and reviews, and the production of administrative and financial forms (T3010 and others) related to the IPD and DPCC’s international projects
  • Act as a resource person for the administrative and financial management of projects and ensure the monthly/quarterly/annual reconciliation of all results (revenues and expenses) with the Finance team
  • Develop and update the chart of accounts for recording expenses for accounting purposes
  • Prepare accounting entries and send them to the accounting department for recording, following the analysis of financial reports done by the ASU
  • Ensure the dissemination of information regarding new donor agreements and the updating of the chart of accounts, in collaboration with the Finance team.
  • Verification and monitoring of expense accounts (staff missions in Canada and Canadian consultants abroad)
Coordination of the ASU’s work
  • Support the work of administrative and financial monitoring officers with respect to the administrative opening and follow-up of programming, financial monitoring of projects, and compliance
  • Organize the prioritization of the ASU’s work and ensure administrative requirements are met
  • Provide support to administrative and financial monitoring officers when necessary
  • Review and validate budget forecasts, amounts to be transferred, fund requests, and financial reports intended for donors
Partner capacity building
  • In collaboration with the Administrative Support Unit team, assess partners’ financial capacity-building needs and develop a capacity-building plan based on the assessment results. 
  • Implement capacity-building plans by developing work tools, procedure manuals, etc. with the team.
  • Organize training sessions on financial tools, procedures, and guidelines. 
  • Carry out missions to partner offices to support local staff as needed and provide assistance with financial procedures abroad.
Logistical and operational support to the IPD
  • Work with resource persons on the design, maintenance, and development of the project management software and any other relevant IT tool.
  • Ensure compliance with procedures related to organizing field visits
  • Prepare, upon request, statistical reports concerning the IPD
  • Organize the procurement of materials for the IPD
Information organization and archiving
  • Organize and ensure compliance with the IPD’s information filing procedures
  • Supervise the administrative and financial closure of projects
  • Organize and coordinate the archiving of IPD documents

Requirements

Academic background
  • Bachelor’s degree in Accounting, Finance, Business Administration, or an equivalent field.
Languages
  • Fluency in French and English, written and spoken
  • Kowledge of Spanish
Software
  • Proficiency with the Microsoft Office 365 suite, particularly Excel (advanced level) and Teams
  • Knowledge of the SharePoint environment
Experience
  • Four years of relevant experience in administrative monitoring and project accounting involving international operations
Specific knowledge
  • Sensitivity to political and socio-economic realities and international development issues
  • Knowledge of the Church and its commitments to social justice
  • Good knowledge of the financial and compliance procedures and requirements of major donors
  • Proficiency in budget management and administrative and financial monitoring
  • Knowledge of accounting
  • Good understanding of the project management cycle
  • Ability to create work tools, including templates, and facilitate their adoption by local teams
